Ever-evolving regulations have created a need for North Dakota’s foundational energy industries – coal, biofuel, and natural gas – to understand and adapt to new market expectations. Recognizing both the opportunities and the public uncertainty surrounding emerging technologies and energy solutions, the State of North Dakota identified a critical need for strategic public education and proactive outreach 

Helping the State Navigate a Complex Topic

Through legislative appropriation, the ND Industrial Commission awarded AE2S Communications a grant to develop a comprehensive Education and Outreach Strategic Plan and supporting creative materials. Our role centered on helping the State navigate a complex and often misunderstood topic by building a framework for communication grounded in research, stakeholder listening, collaboration, and community insight.

We conducted extensive qualitative and quantitative research to identify perceptions and information gaps, then developed communication goals, key themes, and tailored messages designed to build trust, increase understanding, and support informed public dialogue. The plan also included a detailed two‑year engagement calendar, key milestones, and recommendations for strategic message distribution. The strategy was brought to life through ongoing training and a robust creative library, including a mix of digital and printed materials, press and media resources, radio programming, school‑age curriculum, and other creative assets tailored for public outreach.
